Lt. Chabali is running for re-election as a Central Region Director.

Lt. Robert Chabali is a 33-year veteran of the Dayton (OH) Police Department where he has served in numerous assignments. He has also served as an operator, team leader and commander of the tactical unit for over 22 years. His duties include the supervision and management of major critical incidents. Currently, Lt. Chabali commands one of Dayton's five Districts, which provides uniform patrol, crime prevention and community oriented policing services to its citizens. He has also served as a Central Region Director for the NTOA since 1998 and Secretary since 2007. He has participated in numerous committees and projects for the NTOA including a Less-lethal and Hostage Rescue Delphi Study and has assisted in course development. Chabali has participated in numerous state SWAT conferences and instructs internationally for the NTOA in various disciplines, including decision-making in critical incidents, high risk patrol operations, patrol response to violent-critical incidents, and high risk tactical operations. Additionally, he has assisted the Ohio Tactical Officers Association (OTOA) and has served as the NTOA Representative for the Ohio SWAT Technical Advisory Committee.

Lt. Chabali has a Bachelor of Science Degree in Law Enforcement from The Ohio State University.


Officer Couch is running for election as a Central Region Director.

Officer Shannon Couch joined the Abilene Police Department in 1988 and holds a Master Peace Officer certification. His assignments over the past 20 years include the Patrol Division, SWAT, Academy Training Staff and Criminal Investigations. He has over 17 years of tactical and SWAT experience and is currently assigned to Patrol and SWAT. He is also adjunct instruct for ALERRT and Singleton International.

Officer Couch has served on the board of the Texas Tactical Police Officers Association since 1995 in the positions of Regional Director, Secretary, Vice President and President. He currently chairs the Training Advisory Board and serves as Past President.

Statement from Officer Couch: Through my experience serving the membership of the TTPOA, I understand the demands and concerns for the training you require in the field. From and operators standpoint, I recognize the value of strong knowledgeable leadership and the trust we place in those elected to represent us within the national tactical community. I also recognize the need to establish close working relationships with manufacturing and the police products community so that they can continue to produce the equipment we need to do our jobs safely and efficiently.

My goal as Central Region Director is to establish solid working relationships with the leadership of the local agencies, state associations and trainers within the tactical community. I want to continue to nurture an attitude of open and responsive dialect that is focused on representing all members of the NTOA.
