Captain Kevan Dugan is a 28-year veteran of the Pennsylvania State Police where he has served in various assignments. He became a member of the department’s Special Emergency Response Team (SERT) in 1992 and remained with the team until 2005, having served as a team member, team leader and coordinator for the Western SERT Team.
After serving two years as a Troop Commander, he returned to the team in 2007 as the Director of the Tactical Operations Division, and has command responsibility for the East and West SERT units, K9, and the Hazardous Device and Explosives Unit.
Captain Dugan has recently been appointed as the Section Chair of the Commander’s Section and is an NTOA instructor, having taught throughout the US and in South America. He has taught for the Pennsylvania Tactical Officer’s Association and the Ohio Tactical Officer’s Association and is a firearms instructor for his department. He has a degree in Business Management from Waynesburg University and is a graduate of the 213th session of the FBI National Academy. He has also completed the Force Science Research Center, Use of Force Analyst training. Captain Dugan is bilingual and teaches Spanish to law enforcement officers throughout the U.S.

Special Agent John McCormack is a 7-year veteran of the Department of Defense’s, Defense Criminal Investigative Service (DCIS). He is the founder and operations agent for DCIS’s Special Response Team (SRT), established in 2005, and is assigned full-time to the FBI’s Joint Terrorism Task Force (JTTF) in Richmond, Virginia. Previously SA McCormack served as a Commissioned Officer (Infantry) in the United States Army (Active, Reserves & National Guard), serving as DIA Intel Reservist, Battalion S3 Air, Group S2, OCS TAC Officer, Infantry Company Commander, Infantry Executive Officer and Infantry Platoon Leader. Prior to that SA McCormack served as an enlisted Infantry Fire Team and Squad Leader.
SA McCormack earned his Master’s of Policy Management from Georgetown University in May 2010 and his Bachelor’s of Science in History from Eastern Connecticut State University in 1997.
SA McCormack serves as a Firearms Instructor for his agency and lectures regularly at Virginia Commonwealth University (VCU) in terrorism, intelligence and homeland security. SA believes strongly in the a joint Local, State and Federal Tactical Law Enforcement model, with all agencies working together to support, train and operate together, in these trying times. SA McCormack is presently working with personnel at Fort Pickett, VA to create a law enforcement training center that provides agencies with low to no cost training facilities and housing, to offset increasing budget deficits, and continue our level of tactical proficiency.
SA McCormack is also involved in the planning of the 28th Annual National Tactical Operations Conference and Vendor Show, in Richmond, VA.
